YELTSIN, Boris Nikolayevich (1.2.1931, Selo Butka of Ural Obl. – 23.4.2007, Moscow), the first President of Russia (1991–99). Awarded with the Order of Lenin (1981), Order of the Red Flag (1971, 1974), Order of the Badge of Honour (1966), the 1st Class Order for Merits to the Fatherland (2001), and foreign and church orders. Graduated from the Ural Polytechnic Institute (Sverdlovsk, 1955). The Federal Treaty the Annex concerning the RB, The Agreement on the Delimitation of Subjects of Competence and Mutual Delegation of Powers between Public Authorities of The Russian Federa tion and Public Authorities of The Republic of Bashkortostan were signed during Ye.’s Presidency. In 1990 and 1996, he visited Ufa, Agidel, Neftekamsk and Sterlitamak.
