AGREEMENT OF THE CENTRAL SOVIET POWER WITH THE BASHKIR GOVERNMENT ON THE SOVIET AUTONOMOUS BASHKIRIYA, a document on the establishment, state and administrative structures of the ASBR. Signed on March 20th, 1919 by V.I.Lenin; Acting Chairman of the Russian Central Executive Committee M.F.Vladimirsky; People’s Commissar for Nationalities I.V.Stalin; Secretary of the Russian Central Executive Committee A.S.Enukidze; Representative of Bashkortostan Government M.A.Kulayev; Member of Bashkir Central Shuro M.D. Khalikov; Adjutant Commander of the Bashkir Army A.I.Bikbavov. In accordance with the doc., ASBR is formed within the limits of Malaya Bashkiriya and is a federal unit of the RSFSR. Authorities are formed based on the Constitution of the RSFSR of 1918, the administration of the Republic in between the sessions of the Congress of Soviets was carried out by the Bashrevkom. The ASBR included parts of Ufa, Orenburg, Samara and Perm guberniyas; the entire territory was divided into 13 cantons, consisting of volosts. Selo Temyasovo was temporarily declared the capital. Natural resources, plants, railways remained under the authority of the Central Soviet Power. In the distribution of local industrial products the needs of ASBR were met in the first place. The RSFSR guaranteed financial assistance to the ASBR. Bashkir Army received the status of a special combat unit of the Red Army. People’s Commissariat on military affairs of the ASBR was given the rights of a military district. Members of the Bashkir Government, administrations of institutions and public organizations were not subject to repression for their past activities.
