PEROVSKY, Vasily Alekseyevich (9.2.1795, Selo Pochep of Chernigov Gub. — 6.12.1857, Poselok Alupka of Tavricheskaya Gub., buried in Balaklava of Tavricheskaya Gub.), State and Military Leader. Adjutant General (1833), Cavalry General (1843). Count (1855). Awarded with the Order of St. Andrey Pervozvanny with diamonds (1855), the 4th Class Order of St. George (1828), etc. Participant of the Patriotic War of 1812 and the Rus.-Turkish War of 1828—29. Graduated from the Moscow University and the School for Leaders of a Column (Moscow, 1811). Between 1833—42, Orenburg Military Governor, between 1851— 57, Orenburg and Samara General Governor, and Commander of the Orenburg Separate Corps. As Governor headed the suppression of the 1835 Uprising, the 1839—40 Khiva Campaign and the 1852 and 1853 Kokand Campaigns. He implemented measures to strengthen the Orenburg Military Line, banned the transfer of the Bashkir pastures to private ownership, established guardianship and the position of Stryapchy (ref. Canton System). He was the initiator of the creation of nature reserves, the Bashkir troops’ capital, the foundation of the Forestry and Agriculture School in Orenburg, the construction of Karavan-Saray, potash, cavalry and bee farms, contributing their income to the Bashkir troops’ capital. He replaced the postal corvees of the Bashkirs by monetary tax, and managed to arrange education for Bashkir children in educational institutions outside the Orenburg Guberniya. Since 1846, he was a Member of the Special Committee of the salt producing part of Russia. Between 1848—51, Chairman of the Special Committee for the arrangement of Zemstvo duties.
