TERRITORY OF PRIORITY SOCIAL AND ECONOMIC DEVELOPMENT (TPSED). They are created in order to diversification the economy of single-industry towns by the reduction of their dependence on townforming enterprises, by raising investments, creating new jobs and improving the social and economic situation of single-industry municipalities. The Government of the Russian Federation establishes a specially designated legal regime for the purpose of carrying out entrepreneurial and other types of activity. In 2016, according to the Decree of the Government of the Russian Federation, the town of Kumertau (the town-forming enterprise – Kumertau Aviation Production Enterprise) and in 2017 – the town of Belebey (Avtonormal Plant) received the status of TPSED. The status of a TPSED resident allows to receive tax remissions and exemptions: income tax (within first 5 years, the federal part is 3%, regional – 5%), mineral duty (0 in the first 2 years, then within 10 years it grows from 3 to 1), land tax (0%), exemption from taxes on the assets of the organization, reduction of tariffs on insurance premiums. The first TPSED resident in the town of Kumertau is the Oil Extraction Plant (value of approx. 6 billion rubles) of the Sigma Group of Companies. 5 investment projects (value of 8 billion rubles) are being implemented in Belebey. In the territories, 14 residents – organizations of chemical industry, consumer goods industry, manufacturers of construction materials, food producers, etc – are registered. Implementation of their projects will raise more than 2.8 billion rubles of investments and create more than 2 thous. new jobs. In 2017, the residents of single-industry towns Belebey and Kumertau invested more than 1 billion rubles and created 600 jobs. In April 2017, the Ministry of Economic Development of the Russian Federation received applications for the creation of TPSED of 2nd and 3rd categories in single-industry towns: Beloretsk (town-forming enterprise – Beloretsk Metallurgical Plant), Neftekamsk (NefAZ), Blagoveshchensk (OAO Polyef), Uchaly (Uchaly Mining and Processing Plant). In 2018, the RB applications for the creation of TPSED in the single-industry towns of Beloretsk, Blagoveshchensk, and Neftekamsk were approved.
