TOLKACHYOV, Konstantin Borisovich (b.1.3.1953 in Stalinsk), Statesman and Lawyer. Dr. of Laws (1998), Full Professor (1998). Merited Lawyer of the RF (1993) and RB (1992). General Major of Internal Service (1998). Awarded with the Order of Friendship (2013), Order of Honour, Order for Merits to the Republic of Bashkortostan (both – 2003), Order of Salavat Yulayev (2008), etc. Graduated from the Ryazan Higher School of the Ministry of Internal Affairs of the USSR (1977), Academy of the Ministry of Internal Affairs of the USSR (Moscow, 1984). Between 1996–2003, Commander of the Ufa Institute of Law under the Ministry of Internal Affairs of the RF. Chairman of the 2–6th Sessions of the State Assembly – the Kurultay of the RB. Between 1999–2001, Deputy Representative of the RF in the Chamber of Regions of the Congress of Local and Regional Authorities of the Council of Europe (Strasbourg, France), Member of the Constitutional Committee of the Federation Council of the Federal Assembly of the RF. Chairman of the Commission on Clemency under the Head of the RB (since 2002). Secretary of Political Council of Bashkortostan Branch of the United Russia Political Party (since 2009). Scientific research is dedicated to the problems of the general theory of state and law, constitutional law and human rights.
