FUNDS, 1) the financial or material assets, allocated for specific purposes; 2) the non-commercial organizations without membership. In order to assess the potential of economic reproduction on a macro economy level there are accumulation F. (inconsumable part of national income, used to increase the primary capital, includes accumulation of primary funds, floating assets and reserves) and consumption F. (the part of national income for personal consumption by the population, support of the state administration and non-commercial organizations). Annually the part of the accumulation F. in the gross regional product of the RB varies from 21.5 to 23.5%. Among the non-commercial organizations there is the science support F., which is being formed by virtue of state budgetary appropriations and external funds. In 1992, the Russian F. of fundamental research (RFFR) was created in Bashkortostan, in 1994 – the Russian Human Sciences F. (RHSF), in 1994 – the Support F. for development of small scientific and technical enterprises (since 2003 the fund is represented by Edison Innovation Agency of the RB, since 2011 – by Bashtekhinform), in 1995 – the Support F. for fundamental research of the AS RB (supports publishing projects, projects for development of financial and technical base of scientific research, organization of conferences, participation of scientists in regional, Russian and international events). Non-budgetary F. are formed outside of the RB budget and have a target purpose. In 2018 there were an active republican Compulsary Medical Insurance fund in the RB (ref. Social Insuring), a division of Pension F. of the RF in the RB, Regional division of Social Insurance F. in the RF and the RB, etc.
