KHALIKOV, Mullayan Davletshinovich [4.2.1894, Derevnya Aktovo of Belebeyevsky Uyezd of Ufa Gub., now Selo Staroaktau of Buzdyaksky Raion of the RB, – 27.9.1937, Moscow], Statesman. Participant of the Bashkir National Movement. Graduated from the Red Professorship Economic Institute (Moscow, 1933). Since March 1918, Commissar for Muslim Affairs in Troitsk and Troitsky Uyezd of Orenburg Guberniya. Since June, Member of the Bashkir Central Shuro, Commissioner of the Bashkir Government for Foreign Relations. Between January–February 1919, in Ufa held (together with M.A.Kulayev and A.I.Bikbavov) negotiations with representatives of the Soviet authorities on the shift of the Bashkir Army to the Red Army, in March participated in the signing of the Agreement of the Central Soviet Power with the Bashkir Government on the Soviet Autonomous Bashkiriya. Since 1920 People’s Commissar of Social Security of the ASBR. Since 1921 People’s Commissar of Education, between July 1921–25 Chairman of the Council of People’s Commissars of the Bashrepublic. In 1937, he was subjected to political purges and executed by shooting. Rehabilitated in 1958.
