KHIKHLUKHA, Lev Vasilyevich (b.6.12.1937, Rabochy Posyolok Tuymaza of Tuymazinsky Raion of the BASSR, now Tuymazy), an Architect and the Active Member of the Russian Academy of Architecture and Building Sciences (1994). Merited architect of the RSFSR (1989) and RB (1994). Laureate of State Award of the Russian Federation in the Field of Science and Technology (1999), and of the BASSR Salavat Yulayev award (1979). Awarded with the Order of the Badge of Honour (1987) and the Order of Friendship (1994). After graduating from the Ural Polytechnic Institute (Sverdlovsk, 1962) worked in the “Bashkirgrazhdanproekt” institute. Since 1972, was the deputy Chief Architect of Ufa, and in 1978, become chief of the Office for the Affairs of Architecture under the Council of Ministers of the BSSR, and, at the same time, he was chairman of the State BASSR Committee for Building Affairs. In 1987, he was the chairman of the Office of Housing and Civil Construction in Moscow, which is part of the RF Committee on Architecture and Construction. In 1991, became the deputy Minister of Architecture, Construction and Utilities of the Russian Federation. In 1993, became deputy chairman of the RF State Committee on Architecture and Construction. In 1998 was chief architect of ZAO Velux Russia. In 2003, he was the manager of the creative architectural workshop of the Russian Academy of Architecture and Building Sciences. His scientific works were mainly dedicated to solving housing problems in Russia.
