OUTSOURCING
OUTSOURCING, procurement of external resources; transfer of normally non-core (secondary) processes and functions, imple- mented at the enterprise, to a third party specializing in them. The most common services are accounting, legal, household (cleaning of premises, security, building maintenance, catering services), transport, IT, advertising, marketing. O. in the RB has been implemented in the social sphere since late 2016. The Government of the RB recommended budgetary institutions to outsource 7 non-core activities: buildings maintenance, security, premises cleaning, catering, laundering and dry-cleaning, maintenance of boiler houses, student’s transportation. 1.3 billion rubles were allocated to social entities to improve the quality of O. in the education system. For example, the O. of catering services is the most common (organized in 56 municipalities; 82 O. companies are involved, 850 kindergartens and 1,000 general education schools are provided with the service).
