VOIVOD’S GOVERNMENT
VOIVOD’S GOVERNMENT, the Russia’s system of local government in uyezds (city or uyezd local government; mid. 16th century – 1708) and provinces (provincial local government; 1719–75). In Bashkortostan, V.g. was introduced with the foundation of Ufa and the formation of Ufa Uyezd. It reported to both the Razryadny Prikaz and Prikaz of the Kazan Palace. Ufa voivods had the right (until the beginning of the 18th century) to award Russian citizenship to nomads, as well as to conduct military operations in the subordinate territories. In 1719 (according to other data, between 1712–15), following the formation of the Ufa Province, the provincial V.g. was founded, which was under the authority of the Senate, between 1735–40 – Head of the Commission on Bashkir Affairs and Orenburg Commission; since 1744 – Orenburg Gubernator. The border position of the region and the conditions of the Accession of Bashkortostan to Russia caused the following peculiarities of V.g. administration: predominance of military and diplomatic functions over the civil ones and preservation of the Bashkirs selfgovernment bodies.
